Homefront Harmony

Lawmakers Unite — Shielding Veterans from Foreclosure

Across kitchen tables and living rooms from sea to shining sea, veterans occupy a cherished place at the heart of American families. Their selfless service has safeguarded our freedoms and bound us together in community and country. We honor their sacrifices with deep gratitude and enduring respect—today and for all the tomorrows their courage has secured.

It’s fitting, then, that when veterans faced the threat of losing their homes, Congress came together in an uncommon display of unity to pass H.R. 1815, the VA Home Loan Program Reform Act. Signed into law on July 30, 2025, this bipartisan measure establishes a Partial Claim Program designed to keep veterans in the homes they fought to protect—because ensuring housing stability for those who served is something we can all agree on, such as the Interest Rate Reduction Refinance Loan (IRRRL)

When Congress Acted to Keep Veterans in Their Homes
Economic hardship can come for anyone, and veterans—despite their service—are no exception. On July 30, 2025, H.R. 1815, the VA Home Loan Program Reform Act, was signed into law. This measure creates a permanent Partial Claim Program that helps veterans who fall behind on their VA-guaranteed mortgages stay in their homes.

True Bipartisan Cooperation
Lawmakers in both the House and the Senate agreed that protecting a veteran’s home transcends party lines. The bill passed each chamber by unanimous voice vote—an uncommon display of full, cross-party support for veteran housing assistance.

Wide-Ranging Stakeholder Backing
Not only did elected officials unite; leading veterans’ service organizations and housing-finance groups also endorsed the reform. The Veterans of Foreign Wars, The American Legion, the Mortgage Bankers Association, and the National Association of Realtors® all highlighted its importance in filling the gap left by earlier pandemic-era programs.

How the Partial Claim Program Works

  • Up to 25% Assistance: VA may pay up to 25% of a delinquent loan balance directly to the servicer.
  • No Up-Front Cost: Funds carry no interest and are deferred until the home is sold or refinanced.
  • Five-Year Window: The program remains available through July 2030, giving veterans time to get back on track.

This targeted tool sits alongside the existing VA Streamline Refinance (IRRRL), giving veterans both a way to lower their rate when markets shift and a clear path to avoid foreclosure if life takes an unexpected turn.
